24 challenges/programmes were selected for the period 2017-2020, which are linked to the strategic areas and to cross-cutting factors relating to competitiveness. Such challenges were selected by the government and the management committee by determining the most important issues requiring management up to 2020, according to the results of the diagnosis and the priorities of the region.
Since its definition in 2016 and approval in early 2017, the 24 challenges have undergone quantitative measurement (budgets and objectives of results) and qualitative monitoring (policy appraisal and coordination) as part of a yearly continuous improvement process.
The team work methodology within the Government of Navarra is based on four pillars:

- Vision of improvement and innovation for policies.
