A report says that Navarre is the Spanish region that was closest to full employment in 2004

Full employment is understood to be an unemployment rate below 5%

The Institute of Fiscal Studies, a body that reports to the Ministry of the Economy, says that Navarre is the Spanish region that is closest to full employment, this being understood to be an unemployment rate of 5%. The report refers to the period between 2001 and 2004. This rate was agreed as "full employment" in the Lisbon Summit, which set the objective that 70% of the adult population of Europe (16-65 years of age) should have a job by 2010, equivalent to an unemployment rate of 5%.

According to this study, referred to by the regional government in a communiqué, Navarre had the lowest unemployment rate of all the Spanish regions (5.1%) in 2004, followed by Aragon, La Rioja and Madrid. With regard to 2001, a year in which Navarre was also the region with the lowest unemployment, the rate fell from 6% to 5.1%.
